For stays of longer than 90 days in any six month period OR for full time residency, you apply inside Bulgaria. There is now no C and D visas required by British and Irish or other EU member citizens. There are still these visas for people coming from outside the EU.
You apply for a stay of four months to five years at the police station's immigration office. You need of the following documents:

2. Copy of marriage Certificate (if applicable)

3.Bank statement from Bulgarian bank account with amount in it no more than 2000 LEVS/It is a proof that you can support yourself and family/

4.Copy of E111 or E101 cards for health insurance/your old brown plastic health card,or private insurance/

5.Copy of your Company Documents

6. Copy of Partnership agreement/require if have a partners in the company. Each of the partners must have got bank statement from Bulgarian bank account with amount in it no more than 2000 Levs./

7..Declaration that your Company ltd still active

8.Copy of Property deeds/who own in Bulgaria/

9.Copy of Bulstat card

10.Copy of last police registration

Also you can only get up to five years if you have that time left on your passport!
